Instead of looking at flooding issues on a site-by-site basis, flood risk mitigation works to solve flood problems at a watershed level.  Think of a watershed as a funnel, collecting all the water in a specific area and draining it into the lowest point and the nearest body of water. 
 
The RRRA emphasizes regional water management to reduce flood risk in North Dakota’s 14 Water Resource Districts and Minnesota’s 7 Watershed Districts.  The RRRA is working with stakeholders and residents of each district to design and coordinate flood risk reduction efforts and to build $215 Million worth of projects that mitigate or reduce risk without negatively impacting others in the district.
