MISSION: 


"TO ENSURE JOINT, COMPREHENSIVE, AND STRATEGIC COORIDNATION OF RETENTION PROJECTS IN THE BASIN AND ITS TRIBUTARIES TO ALLEVIATE FLOODING."  

VISION: 

"REDUCE RED RIVER MAINSTEM AND TRIBUTARY PEAK FLOOD FLOWS BY 20 PERCENT THROUGH FLOOD WATER RETENTION."

GOALS:       
  • Coordination – Ensuring joint, comprehensive, and strategic coordination of retention projects in the Red River Basin.
  • Project Construction – Facilitating implementation and construction of retention projects in the Red River Basin.
  • Permitting and Environmental Review – Advocating and fostering a regulatory environment that is conducive to construction of retention projects in the Red River of the North Watershed for the benefit of the States of North Dakota and Minnesota.
  • Funding – Soliciting and accepting funding from federal, state, local, and private sources for purposes of construction retention.
  • Communication – educating the public and cooperating with the respective Congressional delegates and state governments, as well as federal and state agencies.​

Here Are Some of The Services Provided to Member Districts.  Click here to view and download this information.


  • Coordination of Red River Basin flood retention efforts.

  • Central point of contact for receiving and distributing funds for flood retention projects.

  • Provide leadership in Basin watershed planning.
​​
  • Develop and prioritize annual funding needs to implement retention projects.
​​
  • Develop and maintain Basin partnerships with local, state and federal water management agencies.
​​
  • Fund Basin Technical and Scientific Advisory Committee (BTSAC) to analyze impacts of surface and subsurface agricultural drainage.
​​
  • Commissions, when necessary, the BTSAC: The Authority appoints science-based consultants from agencies and technical and scientific firms to find answers to engineering, hydrology, environmental, social and technical water resource issues as directed by the RRRA.
​​
  • Advocate for the development of research initiatives, LIDAR, watershed modeling, and utilization of hydrology/hydraulic models for analysis of potential retention projects.
​​
  • Provide outreach financial and technical assistance to water retention project sponsors, water resource partners and basin citizens.​
​​
  • Facilitate the development of water retention projects, programs, and studies that have the potential to improve the economic viability of the region and the quality of life for our citizens.

  • ​​Monitor, where appropriate, the development and operation of water retention projects in member districts.​​
  • Advocate for the rehabilitation of existing flood retention dams.
​​
  • Participate in International, basin-wide, regional, state, and watershed groups and committees to represent its membership and to build relationships and partnerships in the Basin.
​​
  • Tracks water permit and regulatory processes: The Authority stays abreast of state, federal, and international agencies regarding water quality, wetland and environmental permitting rules and NEPA regulations. The Authority shares information with its member districts on these issues and represents its membership collectively.

  • Advocate for water retention initiatives and projects being sponsored by the Red River Basin Commission (RRBC), Flood Damage Reduction Work Group (FDRWG), and International Water Institute (IWI).
​​
  • Participate on the International Red River Board - Water Quality Committee, and Minnesota and North Dakota NRCS State Technical Committees.
​​
  • Coordinate further development of Basin retention project cost-benefit analysis and evaluate other economic, environmental and social studies.
​​
  • Monitor retention project water quality studies as they relate to the Boundary Waters Treaty Act and meeting current state water quality rules and regulations.
